Congressman Pat Ryan Secures Troop Pay Raise, Defense Innovation and Healthcare Improvements at West Point, and Delivers on Vital Hudson Valley Priorities in Bipartisan National Defense Authorization Act

In the House Armed Services Committee (HASC) markup of the National Defense Authorization Act (NDAA) Congressman Pat Ryan - an Iraq War veteran and the first West Point graduate to represent the Academy in Congress - delivered on several key Hudson Valley priorities

Building on the wins Ryan secured in the FY26 NDAA, Ryan's key provisions this year include a 3.6% pay raise for troops, research and testing infrastructure at West Point, and investment in forever chemical cleanup at Stewart Air National Guard Base

Ryan also spearheaded the effort to strengthen Military Treatment Facilities (MTFs) - including Keller Army Community Hospital at West Point - to prevent further efforts at downsizing their critical services

WASHINGTON, DC - [Last week,] Congressman Pat Ryan - a member of the House Armed Services Committee, Iraq War veteran, and the first West Point graduate to represent the Academy in Congress - fought for and secured several key Hudson Valley priorities in the markup of the 2027 National Defense Authorization Act (NDAA).

Building on the wins secured in the FY26 NDAA - including troop pay raise and West Point barracks improvements - Ryan's key provisions this year include an additional 3.6% pay raise for troops, critical defense innovation investments at West Point, and accelerated PFAS cleanup at Stewart Air National Guard Base.

Additionally, Ryan spearheaded an effort included in the FY27 NDAA to improve and increase staffing and services at Military Treatment Facilities (MTFs), including Keller Army Community Hospital at West Point. Ryan's provision in the FY26 NDAA safeguarded Keller from significant downsizing by the Trump Administration.

"I fought tooth and nail to deliver for Hudson Valley families and for our country in this year's NDAA. I'm especially proud of the improvements at West Point - ensuring that the enormous potential of our cadets is adequately utilized and fostered - as well as the protections for Keller, where I received care myself as a cadet," said Congressman Pat Ryan. "I'm also incredibly excited about the new program for JROTC students, expanding their access to STEM education to prepare them for any number of military careers. We also secured another critical pay raise for our troops, providing our servicemembers and their families the compensation and peace of mind they deserve. Finally, the investment in PFAS cleanup at Stewart Air National Guard Base is a massive step towards eliminating toxic forever chemicals from our community."

Among Congressman Ryan's key provisions in the Fiscal Year 2027 National Defense Authorization Act are:

  • A 3.6% pay raise for all military personnel
  • TRICARE Transparency Act, his legislation to ensure military families are given adequate, advanced information before any changes to their coverage go into effect.
  • Required continued evaluation of TRICARE through beneficiary experience surveys.
  • Required a study on food insecurity among members of the Armed Forces and their dependents.
  • A new pilot program expanding civilian healthcare provider employment at MTFs
  • Provision supporting the West Point Werx Department, encouraging DoD to better collaborate with and utilize innovation at service academies
  • Provision encouraging creation of a Technology Integration Complex at West Point, including a technology proving ground and industry collaboration space.
  • A new pilot program for JROTC students to receive STEM programming
  • Provisions to accelerate PFAS remediation and cleanup
  • Provisions to support college athletes at West Point
