The beginning of each General Assembly starts anew as a blank slate with bill introductions, leadership votes, and committee assignments. Thankfully, this General Assembly is off to a much more traditional start with uneventful leadership votes and the rollout of the upcoming budget process. Below is a full list of the leadership in both the Ohio House and Senate as well as key committee assignments for the committees most impacting the banking industry. Additionally, you can look up your legislator HERE by inputting your address and see whether your legislator is on key committees. House Committee Rosters : The House Financial Institutions includes Chair Scott Oelslager (R-North Canton) who is a veteran legislator and has been a steady and reliable legislator his entire tenure. Having him at the helm will be a positive for the industry as well as many other pro-banking legislators on the committee. Democrat members of the committees have not yet been announced but should be released in the coming days.

Ohio Budget : The first quarter of each two-year General Assembly will be devoted to passing Ohio's two-year operating budget. This is the single biggest piece of legislation to pass in any General Assembly with the last budget approaching 10,000 pages in length. Below is a rough overview of the key dates and steps in the process to completion:
· January 6, 2025 : The 136th Ohio General Assembly takes office
· February 3, 2025 : The governor submits the Executive Budget to the General Assembly
· February 4-5, 2025 : The earliest possible first hearing on the budget in the House Finance Committee
· April 22, 2025 : The earliest possible first hearing on the budget in the Senate Finance Committee
· May 1, 2025 : The House of Representatives is most likely to pass the budget proposal
· June 13, 2025 : The Senate is most likely to pass the budget proposal
· March 31, 2025 : The transportation budget bill must be enacted
· June 30, 2025 : The operating budget must be approved
· The governor can sign the budget into law on June 30 or July 1. The governor can veto individual line items, but the General Assembly can override a veto with a three-fifths majority vote in each house.
