Additional charges have been filed against a driver after the victim of a hit-and-run during a street takeover event saw recent news coverage and contacted investigators.
PPB previously released video showing Jeffery H. Baker driving recklessly, attempting to elude officers, and crashing before being taken into custody. The footage was connected to a series of incidents including an illegal street takeover on November 27, 2025, during which a woman was struck by a vehicle performing stunts near Northeast Cully Boulevard and Northeast Prescott Street.
After coming forward, the victim, who suffered non-life-threatening injuries, provided information that enabled investigators to add two new charges against Baker: Assault in the Third Degree and Failure to Perform the Duties of a Driver.

UPDATE: PPB Releases Video Highlighting Dangers of Reckless Driving and Eluding
The Portland Police Bureau is releasing video connected to the arrest of a suspect involved in an illegal street takeover, hit-and-run, and subsequent series of reckless driving incidents. The newly released footage includes Air 1 video and dash-camera footage from the suspect's vehicle. It shows the suspect driving recklessly, attempting to elude officers, and ultimately crashing before the driver was taken into custody.
This video underscores what our officers and community members are facing during these events. Reckless driving not only endangers those who participate, but also puts bystanders, other motorists, and responding officers at significant risk. These incidents can - and too often do - result in serious injury or worse.
PPB remains committed to addressing illegal street racing and takeover activity, holding dangerous drivers accountable, and working with our partners and the community to keep Portland's streets safe.

Suspect in Street Takeover and Hit-and-Run Arrested
The suspect in an illegal street takeover and hit-and-run has been arrested.
On Thursday, November 27, 2025, at approximately 11:30 p.m., officers assigned to the Portland Police Bureau's North Precinct responded to reports of an illegal street takeover event near a business in the area of Northeast Cully Boulevard and Northeast Prescott Street. Initial reports suggested that approximately 40 street racers were in the area, and one vehicle was stunt driving in the intersection. As officers were responding, the complainant reported that a woman was hit by a car. When officers arrived on scene, they had to prioritize getting aid to a possibly injured woman over making effective stops and arrests. As some officers cleared the dozens of people from the area, others looked for the injured woman and ultimately learned she had left the scene.
Officers continued to follow up on the case to include looking at a social media post that showed video of a vehicle doing donuts and striking a woman. Through this investigative work, officers were able to identify the suspect, 19-year-old Jeffery H. Baker.
On the evening of Sunday, November 30, 2025, officers spotted Baker recklessly driving his vehicle across Central and East Precincts before crashing into and injuring another driver and fleeing on foot. Baker was quickly apprehended.
Suspect's damaged vehicleBaker was transported to the Multnomah County Detention Center and lodged on the following the charges: Assault in the Third Degree (two counts), Failure to Perform the Duties of a Driver (four counts), Attempt to Elude (two counts), DUII, Reckless Driving, Reckless Endangerment (24 counts), Interfering with a Peace Officer, Hindering Prosecution, Unlawful Street Takeover, and Escape in the Third Degree.
