Millersville University (MU) and Shippensburg University (Ship) have entered an exciting new partnership that will expand pathways for students interested in pursuing a Master of Public Administration.
Students who have completed MU's Pennsylvania Certified Public Manager® program, a nationally accredited noncredit professional development program, can transfer prior learning credits from MU's PA CPM® program into nine credits of graduate elective coursework toward Ship's 36-credit Master of Public Administration program.
"We are excited to provide this new opportunity with this impactful partnership with our colleagues at Millersville University. By creating this new pathway for students, both institutions further our commitment to developing leaders in the public sector workforce in an efficient way that incentivizes those who have earned their CPM to complete their MPA," said Dr. Mike Moltz, associate professor of political science at Ship.
The PA CPM® program equips public sector managers with skills and tools necessary to lead more effectively, adapt to fiscal pressures and drive measurable improvements in organizational performance.
2025 CPM Completers"Millersville's CPM program has proudly been serving public sector leaders with advanced training for over a decade," said Dr. Victor DeSantis, vice president for university relations and strategic initiatives. "We recognize that public service professionals at all levels are seeking new avenues for skills development and career advancement, and our CPM credential is a valuable aspect of their journey."
CPM completers may earn up to nine graduate credits in Ship's Master of Public Administration program and may qualify for membership in Pi Sigma Alpha, the national political science honor society. Pi Sigma Alpha membership qualifies federal government job applicants for a higher GS level. The program also boasts a large alumni network in nearby Harrisburg, which provides invaluable networking and career connections.
