Former Foster Parent Sentenced to 30-Life for Sexually Assaulting Multiple Children

The Honorable Ernest Sawtelle sentenced Kevin Barker to 30 years to life in prison. On October 7, 2024, Barker pled no contest to four counts of committing lewd acts upon a child and possession of child pornography. Barker also admitted to allegations of befriending children for the purpose of molestation, abusing a position of trust and multiple victims.

Barker is a serial child molester with known conduct from to 2008 to 2018. He frequented a skate park in Sacramento County to befriend children. He lured those victims to his residence and groomed them with gifts, money, alcohol and marijuana in order to molest them. He also met a child victim at a homeless shelter. He took the victim in to live with him, groomed him with cash and gifts and molested the child for several years. Barker became a Sacramento County foster parent in 2011. In 2018, Barker's former neighbor saw images of Barker placing a camera to capture pictures of the children in his care and reported him to law enforcement. The Sacramento Internet Crimes Against Children (ICAC) Task Force served a warrant at Barker's Rancho Cordova residence. During the investigation, detectives located images of a child being abused by Barker.

Under current California law, Barker (age 43) will become eligible for release at an Elder Parole hearing once he reaches the age of 50 and only serves 20 years of his 30-years to life sentence. With his in-custody credits, that will be in approximately 14 years.
