The City of Santa Ana Rent Stabilization Division is pleased to announce that the new Rental Registry is now live and operational on our website.
As previously shared, the City has partnered with Tolemi to deliver a more streamlined, intuitive, and accessible platform for landlords and property managers. This launch represents the initial product release, and additional features and enhancements will be rolled out in the near future. We will notify Rental Registry users as new features are added and become available.
What You Can Do Now
✅ Report Rent Increases directly within the Rental Registry. This feature is fully operational, and landlords should utilize this function to submit rent increase notices.
Continue submitting all other required notices (including eviction notices and general submissions) to the Division using:

The Rent Stabilization and Just Cause Eviction Ordinance ("Ordinance") establishes a Rental Housing Board to administer and enforce renter protections for Santa Ana tenants.
Under Section 8-3180 of the Ordinance, the Rental Housing Board ("Board") is comprised of seven (7) members appointed by the City Council, with each Councilmember selecting one (1) member, to be approved by the City Council.
Currently, there are Four (4) vacancies on the Board. If you or someone you know is interested in serving your community by contributing to the oversight of renter protections, we encourage you to apply.

Division staff regularly attend local and virtual events to assist tenants and landlords in understanding how the Ordinance supports housing stability throughout Santa Ana.
The Rent Stabilization Division, in collaboration with the Santa Ana Unified School District, invites tenants to join our Tenant Rights Community Workshops.
These workshops provide information on tenant rights and responsibilities under the RSJCEO and are designed to help residents better understand how the Ordinance affects their housing and where to seek assistance.

City staff serves the public on a daily basis by responding to telephone and email inquiries about the Rent Stabilization and Just Cause Eviction Ordinance and general landlord/tenant issues. Persons contacting the City include landlords, tenants, real estate brokers, prospective tenants and prospective property owners. The most common topics of concern are evictions, allowable rent increases, and the City's Rental Registry.

SAUSD - Tenant's Rights Community Workshop:
On February 23, 2026, the Rent Stabilization Division, in collaboration with the Santa Ana Unified School District (SAUSD), hosted an online Tenant's Rights Community Workshop to continue supporting families with accessible housing education. The virtual session was offered via Zoom, allowing residents to participate from the comfort of their homes. City staff provided an overview of the Rent Stabilization and Just Cause Eviction Ordinance (RSJCEO), including information on allowable rent increases, just cause eviction protections, and available City and community resources. Participants had the opportunity to ask questions and engage directly with staff, fostering meaningful dialogue and strengthening understanding of tenant protections. These workshops remain a key component of the Division's commitment to multilingual outreach and promoting housing stability throughout the Santa Ana community.
Rent Stabilization Division Participates in Everyone Counts OC 2026 Point In Time Count:
The Rent Stabilization Division participated in the City of Santa Ana's annual Tết Lunar New Year Festival, a vibrant community celebration recognizing the Lunar New Year and honoring the rich cultural heritage of Santa Ana's Vietnamese community. Division staff hosted an outreach table where we distributed informational flyers and brochures regarding the Rent Stabilization and Just Cause Eviction Ordinance (RSJCEO). Staff engaged directly with residents, answered questions about allowable rent increases and just cause eviction protections, and provided guidance on how to access City resources. Participating in community events such as Tết allows the Division to connect with residents in a welcoming setting and reinforces our commitment to multilingual outreach and housing stability for all members of the Santa Ana community.
