Refunds being issued to drivers impacted by incorrect speed safety camera fines issued between July 21 and September 1, 2026

On July 21, 2026, Verra Mobility, the Colorado Springs Police Department's (CSPD) Speed Safety Camera (SSC) vendor, implemented a software update that included changes to internal location codes. CSPD's SSC program, also known as photo radar enforcement, includes two mobile SSC vehicles that are used in school zones, construction zones, roads adjacent to public parks, and in neighborhoods.

While reviewing citations on September 1, 2026, CSPD staff discovered that a summons issued in a neighborhood zone incorrectly listed an $80 fine. A subsequent review determined that the issue affected citations issued at several neighborhood and park locations.

Of the 1,212 locations included in the system, 34 or approximately 2.8% were affected. As a result, 2,764 citations issued in neighborhood and park zones between July 21 and September 1, 2026, incorrectly displayed an $80 fine rather than the correct $40 fine.

CSPD officers reviewed and verified all 2,764 violations. In each case, the vehicle was traveling at least 11 mph over the posted speed limit, and the officer determined there was probable cause to issue the citation. The technical issue did not affect the validity of the violations; it affected only the fine amount printed by the vendor.

Approximately 700 of the affected citations have already been paid through the online portal. Anyone who paid the incorrect $80 civil penalty will receive a $40 refund by check by mail. Refunds are being processed and are expected to arrive within four to six weeks.

For citations that have not yet been paid, court records have been updated to reflect the correct $40 amount. The corrected balance will appear when the registered owner accesses the online payment portal or visits the court in person.

Verra Mobility has begun mailing notification letters to all registered vehicle owners affected by the error. A sample of that letter can be found at the bottom of this release.

The number of citations issued during this period highlights an ongoing public safety concern. In approximately six weeks, 2,764 vehicles were documented traveling at least 11 mph over the posted speed limit in neighborhoods and roads adjacent to city parks. CSPD remains committed to encouraging safer driving while maintaining transparency, accuracy, and accountability throughout our SSC enforcement program.

As the contractor for the City of Colorado Springs' Automated Photo Safety Enforcement Program, Verra Mobility would like to inform you that Notice of Violation #Number, which you should have recently received, was issued with the incorrect fine amount.

Due to a programming error, the Notice of Violation associated with your vehicle reflected an incorrect civil penalty amount of $80. The correct civil penalty for this violation is $40, and our records have been updated accordingly.

If you have already paid the civil penalty associated with the above-mentioned violation, you will receive a refund of $40 by check. Since the original notice listed an incorrect amount, the refund is being processed and is expected to arrive within 4-6 weeks.

If payment has not been made, the court records have been updated to reflect the correct amount of $40. When you log in to the online payment portal or visit the court in person, the amount owed will show the correct total.
