Honor recognizes Joi Taylor Dean's executive leadership in transportation and her work to advance opportunities for women in the industry

WASHINGTON - SEPT. 24, 2026 - The International Bridge, Tunnel and Turnpike Association is proud to congratulate 2026 President, Joi Taylor Dean, on being named Woman of the Year by the Central Virginia chapter of WTS International. Dean, chief executive officer of the Richmond Metropolitan Transportation Authority (RMTA), received the award at WTS Central Virginia Chapter's 2026 Recognition Awards celebration on September 23, 2026, in Richmond, Virginia.

As IBTTA's 2026 President, Dean is the first African American woman to lead the association in its history. Her presidential theme, "Driving What's Next: Investment, Impact, and Influence," centers on investing in people, measuring progress through impact and using the industry's collective influence to build connected communities. Dean has made investing in people the center of her IBTTA presidency, and this year she launched the Mary Jane O'Meara 'Driving What's Next' Leadership Webinar Series to share lessons from the industry's women leaders with the next generation.

"Joi has spent this year making sure IBTTA invests in people, not just infrastructure. This recognition from WTS Central Virginia reflects the work she has done in Richmond for years. Congratulations to Joi and to the RMTA team." said Mark Chung, executive director and CEO of IBTTA.

The honor follows Dean's recognition earlier this year as a 2026 honoree of COMTO's Women Who Move the Nation.

Before joining RMTA, Dean founded and led the Dean Strategy Group, a consulting firm focused on political strategy, communications and government affairs, and spent a decade in New Jersey's legal and political sector, including service as special assistant to New Jersey Attorney General Peter Harvey. She holds a bachelor's degree in political science from Hampton University and a Juris Doctor from William & Mary Law School.
