These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Macomb County.
REQUEST FOR RELEASE OF FUNDS
On or about 9/11/2025, Macomb County will submit a request to the US Department of Housing and Urban Development's (HUD) Detroit Field office for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Housing and Community Development Act of 1974 (PL 93-383) and under Title 2 of the National Affordable Housing Act of 1990 (42 U.S.C. 12701 et seq.), and for release of Community Projects Funding (CPF) funds under the Consolidated Appropriations Act 2022 (P.L. 117-103) and 2023 Act (P.L. 117-328), to undertake the following projects:
Eastpointe Road Reconstruction and Concrete Repair -Funding involves road reconstruction on Lexington Ave. from 9 Mile to Semrau Ave. and removal and replacement of defective concrete panels on Phlox Ave. from Hauss Ave. to 10 Mile Road.

Macomb Twp. ADA Sidewalk Ramps- Funding will be used to upgrade sidewalk ramps to ADA compliant ones on Van Meter Drive and Valerie Drive.

2025 CDBG Valerie Drive $139,087.00
New Baltimore ADA Sidewalk Ramps- Funding will be used to upgrade sidewalk ramps to ADA compliant ones in residential neighborhoods south of 25 Mile Rd. and West of County Line Road.

Shelby Township ADA Sidewalk Ramps- Funding will be used to upgrade sidewalk ramps to ADA compliant ones along 21 Mile Rd. from Hayes to M-53 and along 22 Mile Rd.

FINDING OF NO SIGNIFICANT IMPACT
The above activities require a Finding of No Significant Impact: Eastpointe Road construction, Macomb Twp. ADA Sidewalk Ramps, New Baltimore ADA Sidewalk Ramps, and Shelby Twp. ADA Sidewalk Ramps. Macomb County has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) which can be accessed online at https://cpd.hud.gov/cpd-public/environmental-reviews , or by conducting an internet search for "HUD Environmental Review Records".
PUBLIC COMMENTS
Questions regarding the ERR can be directed to Associate Planner, Brittany Mohr by phone at 586-466-6256. Any individual, group, or agency may submit written comments regarding the ERR by email to [email protected]. All comments received by 9/10/2025, will be considered by Macomb County Planning & Economic Development, prior to authorizing the submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Macomb County Planning & Economic Development certifies to HUD that John Paul Rea on behalf of County Executive Mark Hackel, in his capacity as Deputy County Executive consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Macomb County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Macomb County's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Macomb County; (b) Macomb County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S. Department of Housing and Urban Development Detroit Field Office, Keith E. Hernandez, Director, Community Planning and Development at [email protected]. Potential objectors should contact HUD to verify the actual last day of the objection period.
