Personal Care Products Council Statement on New York Bill S2057B

Washington, D.C. - "This is a solution in search of a problem. The New York Bill S2057B, while well-intentioned, holds considerable risks to the state and, critically, lawmakers and voters must be aware that the bill is not based on credible health or safety concerns, per physicians and health authorities.

"If passed as written, S2057B and A2054B would unreasonably limit consumer access and potentially drive up costs, particularly for low-and middle-income New Yorkers who depend on affordable personal care and hygiene essentials, such as shampoo, sunscreen, body wash, and moisturizers, to care for themselves and their families. It could also lead to a loss of thousands of New York jobs throughout the personal care products industry, as well as losses of significant tax revenue for New York in a moment of budget shortfalls.

"Creating a separate New York state standard creates confusion for consumers and leaves in-state manufacturers with an uncertain regulatory pathway, which is inconsistent with regulatory bodies across the world.

"We look forward to the continuation of the member education process, and to collaborating with legislators on common-sense solutions that safeguard health but pose no threat to New York's economy and to consumer choice."
