AIR FORCE

Torch Technologies Inc., Huntsville, Alabama, has been awarded a $992,350,357 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for technical and management advisory services. This contract provides support for aerospace research, development, test, and evaluation activities. Work will be performed at Eglin Air Force Base, Florida, with support from geographically separate locations, and is expected to be completed by Sept. 30, 2031. General Dynamics Mission Systems, Scottsdale, Arizona, has been awarded a $30,432,841 cost-plus-fixed-fee task order for Ground Resiliency. This contract provides for modernization of the existing Mobile User Objective Ground System and its supporting infrastructure across several key operational areas. Work will be performed at Scottsdale, Arizona, and is expected to be completed by Aug. 10, 2028. This contract was a sole source acquisition. Fiscal 2026 research, development, test and evaluation funds in the amount of $12,000,000 are being obligated at the time of award. Barnett Paving & Sealing LLC, Wichita Falls, Texas, has been awarded a ceiling $25,000,000 indefinite-delivery/indefinite-quantity contract for base pavements. This contract provides for the maintenance, repair, and construction components of a broad spectrum of airfield pavements and civil works projects that include pavement and other civil and infrastructure related systems. Work will be performed at Little Rock Air Force Base, Arkansas, and is expected to be completed by Aug. 10, 2032. This contract was a competitive acquisition and four offers were received. Lockheed Martin Corp., Orlando, Florida, has been awarded a maximum $22,676,621 modification (P00002) to a previously awarded contract (FA3002-25-D-0003) for C-130J aircrew and maintenance simulator training. The modification brings the total cumulative face value of the contract to $54,222,868 from $31,546,247. Work will be performed at Marietta, Georgia, and is expected to be completed by Dec. 31, 2029. This contract involves Foreign Military Sales to multiple countries. No funds are being obligated at the time of award. NAVY

Hensel Phelps Construction Co., Honolulu, Hawaii, is awarded a $309,650,002 firm-fixed-price contract for P-716, Red Hill Water Treatment Facility. Work will be performed at Red Hill, Joint Base Pearl Harbor Hickam, Hawaii, and is expected to be complete by August 2029. Fiscal 2026 military construction (Navy) funds in the amount $109,324,102 will be obligated at time of award, and the remaining amount of funds will be incrementally funded in future fiscal years. BAE Systems, Maritime Solutions San Diego, San Diego, California, is awarded a $149,752,069 firm-fixed-price contract for maintenance, modernization and repair of USS Boxer (LHD 4) during a fiscal 2027 selected restricted availability. The scope of this acquisition includes all labor, supervision, equipment, production, testing, facilities, and quality assurance necessary to prepare for and accomplish the Chief of Naval Operations availability for critical modernization, maintenance, and repair. This contract includes options, which if exercised, would bring the cumulative value of this contract to $180,005,703. Work will be performed in San Diego, California, and is expected to be completed by October 2028. Fiscal 2026 other procurement, (Navy) funds in the amount of $144,711,978 (97%); and fiscal 2026 operations and maintenance, (Navy) funds in the amount of $5,040,091 (3%), will be obligated at the time of award; of which $5,040,091 expire at the end of the current fiscal year. This contract was competitively solicited using full and open competition via the System for Award Management website, with three offers received. General Atomics, Aeronautical Systems Inc., Poway, California, is awarded a $47,361,658 modification (P00009) to a cost-plus-fixed-fee order (N0001925F0024) against a previously issued basic ordering agreement (N0001922G0006). This modification exercises options to provide continued engineering and logistics support services including program management, risk management, non-standard maintenance, engineering investigation and mishap investigation support, field maintenance artisans, configuration change management support, production and sustainment diminishing manufacturing supply and material shortage support, airworthiness certification support, cybersecurity and network support, test and evaluation support, software sustainment, mission system and sensor payload modification integration solutions and support, reliability and maintainability analysis, trade studies, and data management services in support of the successful operational capability for the MQ-9A Reaper Marine Air Ground Task Force Expeditionary Medium Altitude Long Endurance Unmanned Aerial System. Work will be performed in Poway, California (42%); Yuma, Arizona (13%); Kaneohe Bay, Hawaii (11%); Patuxent River, Maryland (7%); Cherry Point, North Carolina (7%); and various locations outside the continental U.S. (20%), and is expected to be completed in August 2027. The Boeing Co., Seattle, Washington, is awarded a $32,281,705 cost-plus-fixed-fee order (N0001926F1111) against a previously issued basic ordering agreement (N0001926G1002). This order provides for integration and testing of Advanced Survivability Pod capabilities onto the P-8A aircraft for the Navy and the Royal Australian Air Force (RAAF). Work will be performed in Seattle, Washington (72%); Patuxent River, Maryland (21%); Grand Rapids, Michigan (5%); and St. Louis, Missouri (2%), and is expected to be completed by September 2029. Fiscal 2025 aircraft procurement (Navy) funds in the amount of $3,069,897; fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $284,732.89; and RAAF funds in the amount of $2,215,268, will be obligated at the time of award. Vertex Modernization and Sustainment LLC, Indianapolis, Indiana, is awarded a $19,062,156 hybrid, firm-fixed-price, cost-plus-fixed-fee, and cost, indefinite-delivery/indefinite-quantity contract for the procurement of 10 Tempest vehicles as well as associated software management, spares, ancillary components, training, and associated services required to mitigate Unmanned Aerial System threats while providing maneuverability and extended protection for maneuver forces. Work will primarily be performed in Indianapolis, Indiana, and is expected to be completed by Aug. 10, 2027. No funds will be obligated at time of award. Funds will be obligated on individual task orders as they are issued. This contract was a sole source contract negotiated under 10 U.S. Code 3204(a)(1). Conti Federal Services LLC, Orlando, Florida, is awarded a $15,955,213 firm-fixed-price contract for the construction of P-859, Consolidated Headquarters Phase II, at U.S. Naval Support Activity, Marine Corps Base Camp Blaz, Guam. Work will be performed at Marine Corps Base Camp Blaz, Guam, and is expected to be completed by November 2027. DEFENSE LOGISTICS AGENCY

Cook Medical, Bloomington, Indiana, has been awarded a maximum $18,506,121 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for various medical and surgical products. This was a competitive acquisition with one response received. This is one-year base contract with nine one-year option periods. The performance completion date is Aug. 10, 2027. Using customers are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. Type of appropriation is fiscal 2026 through 2027 defense working capital funds. UPDATE: Werres Corp., Frederick, Maryland (SPE8EC-26-D-0023, $255,000,000), has been added as an awardee to the multiple award contract for material handling equipment, issued against solicitation SPE8EC-21-R-0001 and awarded July 22, 2022. The contracting activity is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
