PM-26-060: Olive Crop Insurance Program Changes Effective for the 2027 and Succeeding Crop Years

BACKGROUND:

The Federal Crop Insurance Corporation (FCIC) Board of Directors approved changes to the Olive crop insurance program, under section 508(h) of the Federal Crop Insurance Act, on August 20, 2026.

The following changes are applicable for the 2027 and succeeding crop years:

• Expansion of the oil type to Alameda, Monterey, San Luis Obispo, and Yuba counties, for high density (HD) and super high density (SHD) practices;
• Remove potential conflicts with the Removal of Regulatory Overreach and Federal Crop Insurance Policy Provisions final rule (91 FR 16151);
• Moved the production reporting date to the Special Provisions; and
• Standardized enterprise unit qualifications and reporting requirements to align with Basic Provisions.

ACTION:

The following documents will be available by September 30, 2026, on the Risk Management Agency (RMA) website at www.rma.usda.gov:

• Olive Insurance Standards Handbook FCIC-20160U
• Olive Loss Adjustment Standards Handbook FCIC-20160L

Approved insurance providers must notify producers of these changes at least 30 days prior to the cancellation date, as required by the policy.
