European Union and Mozambique Strengthen Strategic Ties at the 4th Partnership Dialogue in Maputo

The partnership dialogue provided a crucial platform to address shared priorities, ranging from local governance and economic development to regional stability and global security challenges.

On 17 June 2026, the Government of the Republic of Mozambique and the European Union (EU) convened in Maputo for the 4th Session of the Partnership Dialogue. This high-level meeting marked another significant milestone in the long-standing and deep-rooted relationship between the two partners. The session was co-chaired by Mozambique's Minister of Foreign Affairs and Cooperation, Maria Manuela dos Santos Lucas, and the Managing Director for Africa at the European External Action Service (EEAS), Patricia Llombart Cussac, during her official visit to the country.

Deepening Bilateral Cooperation and Stability

A central focus of the discussions was placed on strengthening governance, ensuring macroeconomic stability, and promoting sustainable and inclusive economic development. Emphasis was given to the ongoing Inclusive National Dialogue and essential internal reforms. In line with this political commitment, Managing Director Patricia Llombart also engaged in exchanges with political party representatives and civil society organizations to gather diverse perspectives on the national dialogue process.

Another key highlight of the dialogue was the security situation in the north, particularly in Cabo Delgado. The EU reiterated its steadfast support for the Armed Forces of Defense of Mozambique (FADM) through the EU Military Assistance Mission (EUMAM Mozambique) and the assistance measures under the European Peace Facility (EPF), with the goal of guaranteeing lasting security and stability.

A Shared Vision for Regional and Global Security

The agenda also addressed the complexities of a constantly changing international order. The dialogue highlighted the Russian aggression against Ukraine and the conflicts in the Middle East, as well as stability and integration within the Southern African region.
