Pasadena Rent Stabilization Department Kicks Off 2026 Workshop Series with Focus on the Ellis Act

PASADENA, Calif - The City of Pasadena's Rent Stabilization Department (RSD) is excited to announce the return of its Rent Stabilization Monthly Workshop series for 2026. This free, community-focused series brings together subject matter experts from the department to share important information and answer questions on a wide range of rent stabilization topics.

Our very first workshop of 2026, Understanding the Ellis Act, takes place on Tuesday, March 10, 2026, at 6:00 p.m. The Ellis Act gives landlords the legal right to exit the rental business entirely, but the process comes with significant obligations, including tenant relocation payments, strict timelines, and long-term restrictions on re-renting. This session will break down what the Ellis Act means for tenants and landlords alike, what rights and protections apply, and what the process looks like when a landlord seeks to exit the rental market. Whether you've received an Ellis Act notice, want to understand your options, or simply want to stay informed, this session will have you covered.

All workshops are free, open to the public, and held at the RSD office building, 199 S. Los Robles Ave., 1st Floor Conference Room.

2026 Workshop Schedule

  • Tuesday, March 10: Understanding the Ellis Act
  • Tuesday, April 14: Habitability & Downward Adjustments of Rent
  • Tuesday, May 12: Hearings & Petitions for Rent Increases

  • Tuesday, July 14: Just Cause Protections
  • Tuesday, August 11: Rent Rollback and Rent Increases
