The Linn County Board of Supervisors will hold a public hearing and first consideration of the Duane Arnold Energy Center rezoning application at their regular meeting on Monday, January 5, 2026, at 10 a.m. at the Jean Oxley Linn County Public Service Center (935 2nd St. SW, Cedar Rapids). This is the second meeting allowing public comment on the Duane Arnold Energy Center rezoning application to restart a nuclear power facility in Linn County.
All rezoning applications must undergo a review by the Technical Review Committee (TRC), the Planning & Zoning Commission (PZC), and three readings by the Board of Supervisors. The review process is designed to review all applications thoroughly against the development standards outlined in Linn County's zoning code ordinance related to nuclear energy, as well as the elements, goals, and strategies in the Linn County Comprehensive Plan.The TRC meeting was held December 4, 2025, and the PZC meeting was held December 15, 2025. The application documents submitted by the Duane Arnold Energy Center are available on Linn County's website at LinnCountyIowa.gov/NuclearEnergy.
Linn County values resident and stakeholder engagement. Residents are encouraged to review the rezoning application documents before the Board of Supervisors meeting on January 5. Public comment will be taken during the Board of Supervisors meeting. Comments will be time-limited. Public comments can be submitted in advance to Planning & Development staff via email and will be summarized publicly at the meeting by Linn County staff.
Dates for the Board of Supervisors second and third considerations on the rezoning application will be announced in the coming weeks. The Board of Supervisors has the final decision on rezoning applications in unincorporated Linn County. The Duane Arnold Energy Center application will also need approval from multiple state and federal regulatory authorities, including the Nuclear Regulatory Commission, before a restart can occur.
