Streetscape Improvements

Public Works is advancing several significant streetscape improvement projects across Napa, focused on enhancing key business corridors. These strategic investments support General Plan goals and strengthen economic development through improved accessibility, safety and aesthetics.

Projects along Jefferson Street, Lincoln Avenue and Imola Avenue, in particular, highlight the vital role these corridors play in connecting residential areas to commercial districts. Each presents unique opportunities to improve community mobility and economic activity.

The Jefferson Street Corridor Complete Streets Improvement Plan is moving forward with the selection of a traffic engineering firm and will include community meetings to gather input for the improvement plan. The work focuses on increasing traffic safety and connectivity for all roadway users along Jefferson Street. Making biking and walking more comfortable and safe along this important corridor will help to increase foot traffic and support local businesses. Enhanced pedestrian infrastructure along Jefferson could encourage new retail and restaurant development, while improved bike access supports the City's active transportation goals and improves access to the area.

Lincoln Avenue improvements are planned to begin construction in late 2025 to early 2026, featuring 6-foot wide protected bike lanes, shared center turn lanes, improved pedestrian facilities, bus stop enhancements and signal timing updates. The project will create a net increase in parking and improve safety with narrower traffic lanes and green bike markings. As a key gateway to downtown Napa, these improvements could stimulate property investment and encourage new retail and dining establishments. Better transit connectivity also supports workforce mobility, making it easier for businesses to attract talent while maintaining customer access for existing businesses.

The City of Napa, County of Napa, and Caltrans worked collaboratively with Napa Valley Transportation Authority to develop the Imola Avenue Corridor Complete Streets Improvement Plan. This Plan identified a vision for Imola Avenue and recommended improvements for the corridor. Caltrans is currently in the design phases for improvements along the central segment (between Soscol Avenue and State Route 29) to improve facilities for people walking and riding bikes. The City is continuing to apply for grant funding to implement complete streets infrastructure improvements along the east and west segments of the corridor. This east-west corridor serves as a connection between residential areas and employment centers, and improved infrastructure could support both commercial activities and mixed-use development opportunities.

These exciting streetscape improvements provide both community and economic benefits that extend beyond transportation. Better streets and improved mobility options enhance quality of life for residents while creating more attractive environments for business investment and development. When people feel safe and comfortable walking, biking and driving, it generates more activity and makes Napa a more attractive destination, ultimately strengthening Napa's economic resilience.
