Cotton to Bondi: Investigate Code Pink
Washington, D.C. - Senator Tom Cotton (R-Arkansas) today sent a letter to Attorney General Bondi requesting an investigation into Code Pink for potential violations of the Foreign Agents Registration Act (FARA) and material support to foreign terrorist organizations (FTOs). Code Pink has received funding from groups aligned with the Communist Chinese government and partnered with designated FTOs.
In part, Senator Cotton wrote:
"Multiple members of Congress have called for investigations into these matters. I respectfully add my name to that list and request that DOJ investigate whether Code Pink and the individuals involved have violated FARA by failing to register as agents of the Chinese Communist Party and whether their support for designated FTOs constitutes material support in violation of federal law."

The Honorable Pam Bondi
Attorney General
U.S. Department of Justice
950 Pennsylvania Avenue, NW
Washington, D.C. 20530
Dear Attorney General Bondi:
I write to request that the Department of Justice (DOJ) investigate Code Pink for potential violations of the Foreign Agents Registration Act (FARA) and material support to foreign terrorist organizations (FTOs).
FARA requires individuals to register with DOJ when acting as agents of foreign principals seeking to influence U.S. public policy. FARA provides necessary transparency without restricting speech, serving as a critical tool against foreign influence operations.
Since 2017, Code Pink has received over $1.4 million, representing approximately 25 percent of its total funding, from sources linked to Neville Roy Singham. Singham is a tech executive who married Code Pink co-founder Jodie Evans in 2017. The New York Times reported in August 2023 that Singham works closely with the Chinese government media machine and finances propaganda worldwide through nonprofit groups and shell companies.
The timing of this funding coincides with a documented shift in Code Pink's position on China. Before 2017, Evans made statements such as "We demand China stop brutal repression of their women's human rights defenders." But after 2017, Evans has described China as "a defender of the oppressed and a model for economic growth without slavery or war." In 2020, Code Pink launched its "China Is Not Our Enemy" campaign. The New York Times noted that Code Pink stopped criticizing the Chinese government's treatment of Uyghur Muslims and began defending it.
Code Pink has publicly described Uyghurs as "terrorists" and its activists have met with the House Select Committee on China to advocate against evidence of forced labor in Xinjiang. The organization operates alongside The People's Forum, which has received over $20.4 million from Singham and offers courses titled "Lenin and the Path to Revolution" and "China75 - When the People Stand Up." The People's Forum Executive Director has appeared on CGTN, a Chinese state-owned media outlet that the Department of Justice directed to register under FARA in 2019.
Beyond FARA concerns, Code Pink has partnered with and advocated for individuals and organizations such as the Popular Front for the Liberation of Palestine (PFLP), which calls into question whether it has provided material support for to designated FTOs. In January 2023, Code Pink partnered with Samidoun, an organization designated as a front for the PFLP. Alongside Samidoun, Code Pink organized a campaign calling for the release of Ahmad Sa'adat, a PFLP Secretary-General who was convicted and sentenced to 30 years for leading a terrorist organization responsible for multiple attacks against Iraeli military and civilians. These activities raise serious questions about whether Code Pink has provided material support to designated FTOs.
Multiple members of Congress have called for investigations into these matters. I respectfully add my name to that list and request that DOJ investigate whether Code Pink and the individuals involved have violated FARA by failing to register as agents of the Chinese Communist Party and whether their support for designated FTOs constitutes material support in violation of federal law.
Sincerely,
Tom Cotton
United States Senator
