(PEORIA, IL) On Tuesday, September 16, 2025, at approximately 4:34 p.m., Peoria Police officers responded to the 2600 block of W. Garden Street on a report of a male subject armed with a knife and threatening Peoria County Animal Protection Services (PCAPS) employees.
Upon arrival, officers made contact with the suspect, identified as 54-year-old James William Brazee.
PCAPS personnel advised that they had been dispatched to the residence on a report of a malnourished dog. During their welfare check, they discovered five dogs and four puppies, all of which appeared malnourished, infested with fleas, suffering from sores, and living in poor conditions. While conducting their investigation, Brazee exited the residence and allegedly threatened the employees with a knife.
Officers quickly detained Brazee without incident. A search of his person revealed two pocketknives. No injuries were reported.
All animals were taken into protective custody by PCAPS for treatment and care.
Brazee was arrested for Aggravated Assault and nine counts of Animal Cruelty. He was transported to the Peoria County Jail.
