Fitzpatrick Sworn In, Introduces Sweeping Reform Package and Renews Fight to Restore Trust in America’s Institutions

WASHINGTON, DC - Today, Congressman Brian Fitzpatrick (PA-01) was sworn in to continue representing Pennsylvania's First Congressional District. On the opening day of the 119th Congress, Fitzpatrick introduced a sweeping legislative package designed to restore trust in government, reform Congress, and strengthen the foundations of American democracy.

"Our nation stands at a pivotal moment," said Fitzpatrick. "The American people deserve a government that serves them with integrity and accountability. These reforms transcend partisan divides and strike at the core of what our country needs: leaders who are accountable, institutions that are transparent, and a renewed trust in our democracy. Fitzpatrick's reform package reflects his experience as an FBI Special Agent leading the Political Corruption Unit and his recognition as the #1 most bipartisan member of Congress for five consecutive years. This bold agenda includes four Constitutional amendments and seven targeted bills addressing congressional accountability, fiscal responsibility, and election integrity.

Key Highlights of Fitzpatrick's Reform Package

Congressional Accountability

Senate Filibuster Preservation (Constitutional amendment)

  1. Preserves the Senate filibuster in its current form, ensuring bipartisan cooperation in the legislative process.

Term Limits for Members of Congress (Constitutional amendment)

  1. Limits congressional terms to twelve years combined in both chambers, six two-year terms in the House, or two six-year terms in the Senate.

CLEAN Congress Act

  1. Requires Congress to act on single-issue legislation.
  2. Codifies that all laws passed by Congress must apply to its members.

CLEAN Public Service Act

  1. Ends Congressional pensions.

Fiscal Responsibility

No Budget, No Pay (Constitutional amendment)

  1. Prevents members of Congress from being paid if Congress fails to pass a budget or allows a lapse in appropriations.
  2. Goes further than previous iterations of No Budget, No Pay by docking pay for time without a budget as opposed to simply putting member salaries in escrow until the end of the term.
  3. This measure requires complete forfeiture.

Balanced Budget Amendment (Constitutional amendment)

  1. Requires Congress to adopt a budget that balances like most states, including Pennsylvania, and municipalities.

Electoral Integrity

Let America Vote Act

  1. Allows access to political party primaries for Independents or non-affiliated voters.
  2. Prohibits non-citizens from voting in federal, state, and local elections.

CLEAN Elections Act

  1. Reforms the broken "Gerrymandering" process by moving all redistricting to independent, non-partisan commissions.

Restoring Faith In Elections Act

  1. Establishes uniform standards for absentee voting in federal elections and promotes timely reporting of election results.
  2. Mail-in ballots must be returned and received by the time polls close on Election Day.
  3. Mandatory signature match.
  4. Mail-in ballots received prior to the date of the election shall be counted beginning at least one week prior to the date of the election.
  5. National deconfliction database - Assist states in ensuring that individual voters are registered only in the one State in which they are domiciled, deceased voters are purged from voting rolls and only citizens of the United States vote.
  6. Parity for in-person and mail-in voting - Signature match and verification, prepaid costs, subsidies for methods of voting.
  7. Standard procedures across all counties/jurisdictions in States - Standardized and uniform for all jurisdictions in a State including for curing defective ballots.

Securing Our Elections Act

  1. Ensures election integrity and security by creating a consistent photo identification requirement for voting in federal elections.

Election Day Act

  1. Establishes Election Day as a federal holiday.

"Every leader at the federal, state, and local levels must take a stand: do they support these practical, common-sense reforms, or will they defend the broken status quo? If they oppose these solutions, they owe the American people a clear explanation why."

Background:

For 14 years prior to representing his hometown of Pennsylvania's First Congressional District, Fitzpatrick served our nation both as an FBI Special Agent and Federal Prosecutor, fighting both domestic and international political corruption, and supporting global counterterrorism and counterintelligence efforts, where he was embedded with U.S. Special Forces as part Operation Iraqi Freedom.

Working to promote freedom and democracy at home and abroad, Fitzpatrick also served as National Director for the FBI's Campaign Finance and Election Crimes Enforcement Program and as a National Supervisor for the FBI's Public Corruption Unit at FBI Headquarters, where he was recognized as an expert in restoring integrity to governmental institutions.

In the 118th Congress, Congressman Fitzpatrick served on the Ways and Means Committee and the House Permanent Select Committee on Intelligence as the Chairman of the Subcommittee om National Intelligence. In addition, he co-chaired the bipartisan Problem Solvers Caucus, Congressional Ukraine Caucus, and Bipartisan Mental Health and Substance Use Disorder Task Force, while also serving on the NATO Parliamentary Assembly
