Outcome of the Seventh Meeting of the Joint Committee of the Joint Crediting Mechanism between the Kingdom of Cambodia and Japan

1. On March 5, 2026, the seventh meeting of the Joint Committee (JC) of the Joint Crediting Mechanism (JCM) between the Kingdom of Cambodia and Japan was held in the Kingdom of Cambodia.
2. At the JC meeting, resolutions were adopted regarding the revision of JCM rules and guidelines consistent with Article 6 of the Paris Agreement, as well as regarding JCM rules and guidelines for REDD-plus and Afforestation/ Reforestation. Additionally, resolutions were passed on a newly proposed Project Idea Note (PIN) (1 project), exemptions of the PIN process for existing projects (6 projects), a methodology (1 project), and credit issuance (1 project).
3. The Ministry of the Environment will cooperate with partner countries to implement the JCM consistent with Article 6 of the Paris Agreement, while also working to expand and accelerate specific projects.

■ Overview

 The Joint Committee (JC) is established on the basis of bilateral document of the JCM and consists of representatives from Japan and a partner country. It serves as the decision-making body responsible for adopting rules and guidelines, approving methodologies, registering projects related to the JCM, and notifying national governments of the amount of JCM credits issued.
 This was the seventh meeting of the JC, where resolutions were adopted regarding the revision of JCM rules and guidelines consistent with Article 6 of the Paris Agreement, as well as regarding JCM rules and guidelines for REDD-plus and Afforestation/ Reforestation. Additionally, resolutions were passed on a newly proposed Project Idea Note (PIN) (1 project), exemptions of the PIN process for existing projects (6 projects), a methodology (1 project), and credit issuance (1 project).

(3) Main Agenda and Summary of Results
1. Opening
 The Cambodian Co-Chair delivered opening remarks, outlining the agenda for this JC meeting. The Japanese Co-Chair welcomed the progress in cooperation between the two countries, citing the Memorandum of Cooperation on Environment between Japan and the Kingdom of Cambodia signed in the previous month of this meeting. He also mentioned the promotion of concrete actions to reduce greenhouse gas emissions through the JCM and expressed his hope for further strengthening of cooperation in the future.
2. Rules and Guidelines
 In addition to adopting the revision of JCM rules and guidelines consistent with Article 6 of the Paris Agreement, JCM rules and guidelines for REDD-plus and Afforestation/ Reforestation were adopted to promote the reductions and removals of greenhouse gas emissions in the forestry sector.
3. Review of the Project Idea Note (PIN)
 The project titled "Methane gas reduction project in Battambang Province through AWD (Alternate Wetting and Drying) implementation in rice paddies" was reviewed and determined that there were no objections to the PIN. It was also decided to exempt the six existing projects from the PIN procedure.
4. Review of the Methodology
 The project titled "Energy Saving by Introduction of High Efficiency Firewood Cookstove to Replace Traditional Cookstove (KH_PM009)" was reviewed and determined that there were no objections to the methodology.
5. Resolution of the issuance of JCM credits
 It was decided to issue a total of 1,039 tons of credits from the project titled "Introduction of High Efficiency LED Lighting Utilizing Wireless Network (KH002)". (Credit issuance period: January 1, 2018 - December 31, 2020)
6. Others
 The two sides discussed the JCM project pipeline in Cambodia and agreed to update the bilateral document in preparation for the extension of the JCM beyond 2030.

 Going forward, JCM projects in Cambodia will be implemented consistent with Article 6, based on the adopted JCM rules and guidelines. The adopted rules and guidelines, as well as meeting reports, will be posted on the JCM website (https://www.jcm.go.jp/).
