January 28, 2026 Reno City Council Meeting Highlights

In our ongoing commitment to keep residents and media informed we've summarized the outcomes of a few key agenda items from Wednesday's Regular Meeting of the Reno City Council and Redevelopment Agency Board. Staff Reports with more information are linked below.

B.4 - Contracts Awarded for Reno Transportation Rail Access Corridor (ReTRAC) Trench Rehabilitation Project
Council approved a contract to Q&D Construction LLC for the ReTRAC Trench Rehabilitation Project in an amount not to exceed $1,991,569. Completed in 2006, the ReTRAC project removed 11 at-grade railroad crossings by placing tracks below grade in the ReTRAC train trench, improving safety for cars and pedestrians above. The Trench Rehabilitation Project will repair select sections of the concrete walls within the ReTRAC trench structure adjacent to the railroad tracks. This project is included in the fiscal year 2025/2026 Capital Improvement Plan and funding will come from the ReTRAC Maintenance Fund. Construction is expected to be completed by the end of summer 2026.

B.10 - Donation to Support Reno Police Department's Mobile Outreach Safety Team
Council accepted a $25,000 donation from Grace Church for the Reno Police Department's Mobile Outreach Safety Team (MOST) program. The donation is part of Grace Church's "For the One" campaign, which supports community mental health efforts. The MOST program brings together police officers and licensed mental health professionals through a co-responder model to better serve people in crisis. The team responds to calls involving mental health issues, substance use and homelessness, providing on-scene support during emergencies and helping connect individuals to follow-up services and resources afterward. MOST also connects individuals with local resources by working closely with the city's Community Action Outreach Division. The program is primarily funded through the city's general fund, along with grants and community donations such as this one. The donation will support additional MOST training opportunities and an equipment purchase to improve field documentation, case management, and operational efficiency.

B.12, B.13, B.14, & B.15 - Acceptance of Grant Awards to the Reno Police Department

Council accepted the following grant awards to the Reno Police Department:
- $110,000 grant award from the Nevada Department of Public Safety, Office of Criminal Justice Assistance for the RPD's Regional Gang Unit
- $73,460 grant award from the Nevada Department of Public Safety, Office of Criminal Justice Assistance for the RPD's Human Trafficking and Exploitation Team (HEAT) to combat human trafficking
- $29,308 grant award from the Nevada Department of Public Safety, Office of Criminal Justice Assistance for the purchase of ballistic shields
- $387,135 U.S. Department of Transportation, Federal Motor Carrier Safety Administration Fiscal Year 2025 Grant Award to support enforcement of laws related to commercial vehicles

C.1 & RDA B.1 - Nevada Land Aces Stadium Term Sheet Agreement
Council approved a negotiated term sheet with Nevada Land LLC and the Reno Aces to update and realign long-standing agreements related to Greater Nevada Field and the AAA baseball team's presence in Reno. Under the agreement, ownership of Greater Nevada Field may transfer to the Aces' ownership group in exchange for a 20-year non-relocation commitment and a $40 million private capital investment. The Aces would assume responsibility for stadium operations, maintenance, and future improvements, while the City retains protections if commitments are not met. Additionally, the agreement includes a "Homerun Agreement" stating that if Nevada Land LLC sells the stadium for profit during the first five years of the agreement, the City will share in the profit. This term sheet follows Council direction to revisit agreements originally approved in 2007 and later restructured in 2012-2013. Under the previous agreement, the Aces' commitment to play in Reno extended through April 2029, while the stadium lease ran through 2043. The new agreement aligns these terms by extending the team's non-relocation commitment through 2049. With this approval, financial obligations shift fully to the Reno Redevelopment Agency, eliminating future exposure to the City's General Fund.

D.2 - Block F Alley Abandonment
Council approved the abandonment of approximately 12,000 square feet of public right-of-way, consisting of north/south and east/west alleys within Block F, located between Bell Street, Ralston Street, and West 2nd Street. This abandonment is related to the proposed use of adjoining parcels owned by Reno Real Estate Development, LLC for development of multiple flat fields to support outdoors sports and recreation. There are no bus stops, City-owned trees, benches, or other public amenities located in the alleys within the abandonment area. Existing utilities, including overhead electric, telephone, water, gas, and sewer lines, must be relocated or preserved through easements before recordation. This abandonment shifts maintenance responsibilities to the applicant and reduces City liability for the alleys.

H.1, H.2, & H.3 - Lakeridge Resort Master Plan and Zoning Map Amendments
Council approved an ordinance adopting a Master Plan amendment and zoning map amendment for the proposed Lakeridge Resort development in Ward 2. The ±12.5-acre site is located within the northern portion of an overall ±84.61-acre parcel south of South McCarran Boulevard at the terminus of Golf Club Drive (1200 Golf Club Drive). The action updates the site from Parks, Greenways, and Open Space to Suburban Mixed Use and rezones it to a Specific Plan District, while the remaining golf course parcels will retain the PGOS designation. The zoning map amendment was originally submitted in April 2025 and later revised to reduce the project area to the former clubhouse site. With this approval, property owner Duncan Golf Management may develop a resort with hotel accommodations, dining, athletic facilities, a resort-style pool, and event and meeting spaces. Key issues evaluated included the overall development plan, traffic, access and circulation, compatibility with surrounding land uses, and consistency with the Master Plan, and the Planning Commission recommended approval. After Council discussion, the applicant agreed to place a 25-year deed restriction (upon issuance of a certificate of occupancy for the hotel) requiring that the existing golf course be protected and operated as an 18-hgole golf course. This approval is contingent upon a Master Plan amendment conformance review by the Truckee Meadows Regional Planning Commission and a subsequent tier change approval by the Truckee Meadows Regional Planning Governing Board.
