Bettendorf Police Provide Update on Shooting Investigation in 2700 Block of Magnolia Drive

June 10, 2026 - The Bettendorf Police Department (BPD) is providing an update on the shooting that took place in the 2700 block of Magnolia Drive on Tuesday, June 9, 2026, at approximately 5:36 p.m.

Update
When officers arrived on the scene, they found a victim near 2707 Magnolia Drive suffering from a gunshot wound to the chest. The victim, identified as 29-year-old Louis M. Robinson of Bettendorf, was transported to the hospital and was pronounced deceased at 6:30 p.m. on Tuesday, June 9, 2026.

Shortly after the initial 911 calls, a separate 911 call was received from the 2500 block of Holly Drive. A man, identified as 27-year-old Joel L. Brooks of Park Forest, Illinois, was found in the driveway of a residence requesting help for a gunshot wound in his upper left arm, and was transported to the hospital for treatment. He was also found in possession of a handgun.

Investigation Details
An eyewitness reported earlier in the morning on Tuesday, June 9, 2026, that Brooks pointed a firearm at Robinson and stated that Brooks said he was going to "pop him." Two children were present during this threat, and the eyewitness believed Brooks intended serious injury or death.

Investigators obtained video footage showing the shooting. The footage confirms the incident occurred at 5:36 p.m. on Tuesday, June 9, 2026. The video depicts Brooks arriving in the 2700 block of Magnolia Drive, approaching a residence where Robinson and two bystanders were standing, producing a handgun, and engaging in an exchange of gunfire with Robinson. An eyewitness stated that Brooks fired first.

The footage further shows Brooks reloading a magazine, advancing toward the victim, continuing to fire in the direction of Robinson and uninvolved bystanders, and ultimately standing over Robinson to take Robinson's handgun before fleeing toward Holly Drive. A subsequent search of Brooks' flight path resulted in the recovery of an additional handgun.

Brooks was interviewed and admitted to firing a handgun toward Robinson and taking Robinson's handgun before fleeing the scene. Brooks has a prior felony conviction, making possession of any firearm unlawful.

Charges
Based on the investigation, Brooks has been charged with the following after he was released from the hospital on the afternoon of Wednesday, June 10:

  • First Degree Murder
  • Intimidation with a Dangerous Weapon
  • Going Armed with Intent
  • Possession/Control of a Firearm by a Felon (two counts)
  • First Degree Theft
  • Possession of a Controlled Substance (three counts)

An arrest without disposition is not an indication of guilt.

June 9, 2026 - On Tuesday, June 9, 2026, at approximately 5:36 p.m., the Bettendorf Police Department responded to 911 calls reporting gunshots in the 2700 block of Magnolia Drive.

Officers arrived quickly, provided medical assistance, and secured the area. At the scene, two people with suspected gunshot wounds were found and transported by ambulance to the hospital for treatment.

The investigation is active and currently in its early stages. Police officers remain on the scene, actively gathering information and evidence. Currently, authorities do not believe there is an ongoing risk to the public. No suspect information is being released, and residents are advised to avoid the area while the investigation continues.
