FLC Rolls Out Updated Industry Materials and Advanced Chatbot Features
(WASHINGTON, DC - March 23, 2026) - The Federal Laboratory Consortium for Technology Transfer (FLC) has announced the release of two new modernized, digital tools to enhance access to federal technology transfer resources: the Green Book app and a technology transfer mechanisms chatbot. These tools offer more interactive, convenient, and up-to-date ways to access critical information in the federal innovation ecosystem.
The Green Book app builds on the FLC Green Book, a key legal reference resource for practitioners that compiles the principal statutory, regulatory, and executive policies shaping the framework of federal technology transfer. The FLC has just released the latest update, Federal Technology Transfer Legislation and Policy: The Green Book, 9th Edition (2026). The digital version is available here, and the printed version will be distributed at the FLC National Meeting in May and will be available soon for orders.
The Green Book app modernizes and streamlines the usability and searchability of the publication. The app is searchable as "FLC Green Book" and available on app stores for iOS and Android. Unlike published editions of the Green Book, the app is connected to live public sources, allowing it to automatically reflect updates to legislation and policy. It also includes interactive features such as bookmarking and an integrated chatbot to help users quickly locate and navigate content. The app does not require registration or login credentials and has been updated with accessibility features to support screen readers such as VoiceOver (iOS) and TalkBack (Android), improving usability for users with visual or motor impairments.
Finally, the FLC has also introduced a technology transfer (T2) mechanisms chatbot to help users navigate the wide range of agreements and collaboration tools available to support partnerships between federal labs and industry. Because these mechanisms can vary significantly depending on the circumstances of a partnership, the chatbot provides guided support to help users identify and understand the most relevant options within what can be a complex landscape.
The FLC has made these updates to modernize and digitize access to key technology transfer resources, improve the user experience through more interactive tools, and provide more timely, accessible, and actionable information to better equip T2 professionals and industry partners seeking to connect and collaborate.
