The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, yesterday evening delivered a keynote address at the Ministerial Follow-Up Committee on the Implementation of #Agenda2063. He stressed that leadership transitions must go beyond ceremony & instead unlock renewed energy, urgency, & political commitment to deliver Agenda 2063.
He underscored that the Second Ten-Year Implementation Plan provides a clear roadmap for acceleration, but warned that ambition without adequate resources will not deliver transformation. He noted that Agenda 2063 remains underfinanced, flagship projects continue to face constraints, & institutional capacity for implementation is insufficient.
"This is not a technical failure; it is a political choice," he said, adding that business as usual will not deliver the Africa envisioned in Agenda 2063. He called for matching vision with resources, plans with capacity, & oversight with accountability, alongside the full operationalisation of implementation tools, reform-minded governance, & the removal of policy & institutional bottlenecks. Above all, he emphasised that Agenda 2063 must move from meeting rooms into the daily lives of African citizens if aspiration is to become irreversible continental transformation.
