SIIA Urges NTIA to Prioritize Quality, Evidence-Based Approaches to Kids’ Screen Time

In remarks delivered at an NTIA Listening Session on Kids' Excessive Screen Time, SIIA Counsel for Education Policy Danny Bounds emphasized the need for caution when considering federal policies that may interfere with local decision-making in schools. He highlighted that while balanced technology use is important, overly restrictive and non-evidence-based screen time limits can undermine student achievement-especially for students with disabilities who rely on educational technology for equal access to learning.

Bounds urged NTIA to focus on the quality of digital interactions rather than the quantity of time spent, aligning with guidance from the American Academy of Pediatrics. He emphasized the distinction between passive, recreational screen time and active, pedagogically sound educational technology use. When applied effectively, he noted, technology becomes an inclusive, skills-building tool that enhances learning outcomes. He cautioned that broad restrictions could create inequities in access to essential educational resources.
