Item C-2: Emergency Wastewater Repair
A failed 30-inch wastewater force main serving Master Pump Station F3167 located south of State Road 528, caused a sanitary sewer overflow and requires an emergency replacement to restore reliable wastewater service and reduce public health and environmental risks. The emergency work includes replacing approximately 900 feet of force main, along with taps, valves, and a temporary bypass system, at an estimated cost of $4.9 million. Action requested: Ratification of Purchase Order M122108 with Metro Equipment Service, Inc., in the estimated amount of $4.9 million, for the emergency repair of the F3167 discharge force main. Item D-2: Medicaid Funding for Behavioral Health Services
The Orange County Board of County Commissioners will consider approval of a Letter of Agreement with the Florida Agency for Health Care Administration (AHCA) that will allow Orange County to access additional Medicaid funding for behavioral health services. Under the agreement, Orange County will contribute $4.03 million through the state's Medicaid Low Income Pool (LIP) Intergovernmental Transfer (IGT) Program. These local funds will be matched with federal Medicaid funds and used to support behavioral health services provided by Aspire Health Partners. The LIP program helps fund health care services for uninsured, underinsured, and Medicaid patients. Action requested: Approval and execution of Low Income Pool Letter of Agreement by and between Orange County on behalf of Aspire Health Partners and the State of Florida, Agency for Healthcare Administration in the amount of $4.03 million through the Intergovernmental Transfer Program. Discussion Agenda:
Item A-1: Tuscana Land Use Plan

The Board will consider the Special Magistrate's recommendation regarding the Tuscana Land Use Plan and Conservation Area Impact Permit, along with related claims filed under the Florida Land Use and Environmental Dispute Resolution Act and the Bert Harris Act. The Board will determine whether to accept, modify, or reject the Special Magistrate's recommendation and consider the corresponding settlement offer and statement of allowable uses.Action requested: Board direction regarding the Special Magistrate's recommendation and the Notice of Claim, including authorization for the County Attorney's Office to prepare and issue the required documents consistent with the Board's direction. Public Hearings:
Item 5: Chuluota Road Agricultural Enclave Certification

Orange County has received an application involving a 40.4-acre parcel at the southeast corner of the Lake Pickett Rd and Chuluota Rd intersection in District 5. The applicant has asked the Board to certify the property as an Agricultural Enclave under Florida law (known as Senate Bill 686). Action requested: Approve or deny the request for an Agricultural Enclave certification. (Planning, Environmental and Development Services Department)

Item 8: Vision 2050 Ordinance
The Board will consider an ordinance clarifying that Destination 2030 remains the County's operative Comprehensive Plan until Vision 2050 takes effect. The ordinance also establishes a temporary, voluntary review process for certain privately initiated applications, allowing them to be reviewed for comprehensive plan consistency using the property's Destination 2030 Future Land Use Map designation and applicable provisions in effect immediately before Vision 2050 becomes effective. Any request to change a property's Future Land Use designation must be processed as an amendment to Vision 2050. The ordinance does not amend Vision 2050, its goals, policies or maps, or Orange Code. Action requested: Board consideration and adoption of the ordinance. (Planning, Environmental and Development Services Department)

Item 9: Micromobility Devices Ordinance
The Board will consider an ordinance updating County regulations for electric bicycles, motorized scooters, and other micromobility devices, including definitions, where the rules apply, and requirements for their operation and parking. The ordinance also clarifies requirements for commercially owned devices and establishes enforcement provisions, including civil citations and penalties. Action requested: Board consideration and adoption of the ordinance. (Public Works)

Item 10: Orange County Library District Millage and Budget for FY 2026-2027 (*This hearing is scheduled for 5:01 pm)

The board will be asked to adopt the final Orange County Library District Millage and Budget for Fiscal Year 2026-2027. (Orange County Library District)
