NAPA COUNTY - At its October 21 meeting, the Napa County Board of Supervisors unanimously approved the County's 2025-2030 Strategic Initiatives, a five-year framework that defines shared goals, guiding values, and measurable priorities to shape County decisions, services, and investments through 2030.
Developed through a collaborative process that included two strategic planning sessions with the Board of Supervisors and extensive community engagement, the Strategic Initiatives reflect what matters most to the people who live and work in Napa County.
"These Strategic Initiatives serve as our North Star-providing a clear, shared direction for how we serve our community over the next five years," said Napa County CEO Ryan Alsop. "They reflect our Board's vision, our organization's values, and our community's priorities, aligning all of us around a common purpose: to make Napa County an even better place to live, work, and thrive."
The Strategic Initiatives are organized around four long-term goals:
Grounded in five Guiding Values-Inclusivity & Community, Integrity & Collaboration, Stewardship & Resilience, Compassion & Access, and Innovation & Learning-the Strategic Initiatives serve as both a roadmap and a reflection of how Napa County strives to serve with transparency, empathy, and continuous improvement.
The Strategic Initiatives were informed by nearly 2,500 survey responses, including a statistically valid, bilingual community survey conducted by J. Wallin Opinion Research, an open community survey, and input from County employees.
"This plan represents a shared vision for our future," said Anne Cottrell, Chair of the Napa County Board of Supervisors. "It builds on what makes Napa County unique-our agricultural roots, our stewardship and resilience, and our strong sense of community-while positioning us for the challenges and opportunities ahead."
