Buckeye has selected Keith Fallstrom as its new Chief Financial Officer, bringing more than 25 years of public-sector finance experience at both the municipal and state levels to lead the city's Finance Department.
Fallstrom has an extensive background in public administration, budget development, and financial management, with a career that includes senior leadership roles overseeing complex financial operations, large capital programs, and high-performing finance teams. His experience spans city government, state agencies, and executive-level financial oversight.
Most recently, Fallstrom served as Finance and Budget Assistant Director for the City of Avondale, where he also held the role of Interim Budget and Finance Director. In these roles, he provided strategic leadership for budgeting, accounting, payroll, utility billing, and financial reporting.
Fallstrom also brings significant state-level experience, having served as both Budget Director and Controller for the Arizona Department of Transportation (ADOT). At ADOT, he held fiduciary responsibility for more than $2.8 billion in annual revenues and $19 billion in capital assets, led large-scale financial system implementations, and ensured compliance with state and federal financial standards. Under his leadership, the department consistently received clean financial audits and national recognition for excellence in financial reporting.
"I am excited to lead Buckeye's financial operations," said Fallstrom. "My experience in city and state government has prepared me to manage complex budgets and support strong financial decision-making. I look forward to seeing Buckeye's growth firsthand and helping ensure the city's financial health now and into the future."
Fallstrom holds a Master of Public Administration from Brigham Young University and is a Certified Public Funds Investment Manager. He is an active member of the Government Finance Officers Association and the Government Finance Officers Association of Arizona.
Fallstrom is scheduled to begin his role as Chief Financial Officer on February 23, 2026.
