Atlanta City Council Finance/Executive Committee Advances Opportunity for All: Neighborhood Reinvestment Act
FEC voted unanimously to Move Legislation Forward Following Amendments, and Anti-Displacement Enhancements
ATLANTA-The Atlanta City Council Finance/Executive Committee voted unanimously, 7-0, today to advance the Opportunity for All: Neighborhood Reinvestment Act (NRI), marking a significant step toward expanding affordable housing, economic opportunity, neighborhood revitalization, and anti-displacement protections across Atlanta.
The committee's action follows months of community engagement, policy analysis and extensive collaboration between the Mayor's Office, City Council, housing advocates, neighborhood leaders, and stakeholders. During deliberations, councilmembers emphasized the importance of ensuring that growth benefits existing residents while protecting communities from displacement.
"Everyone agrees that Atlanta must grow, but growth must be intentional and equitable," said Mayor Andre Dickens. "The Opportunity for All: Neighborhood Reinvestment Act creates the framework to invest in neighborhoods that have experienced decades of underinvestment while strengthening tools that help residents remain in the communities they call home."
Throughout the discussion, councilmembers highlighted concerns regarding housing affordability, property acquisition strategies, renter protections, and long-term anti-displacement efforts. City officials reaffirmed that Atlanta continues to aggressively pursue strategic property acquisition opportunities and implement proactive housing policies designed to preserve affordability and expand opportunity.
The legislation incorporates numerous amendments developed through collaboration with councilmembers and stakeholders, strengthening accountability measures and reinforcing the City's commitment to anti-displacement strategies.
Administration officials noted that the Neighborhood Reinvestment Initiative is guided by extensive research into the key drivers of displacement and includes a comprehensive framework addressing housing, commercial stability, community preservation, and equitable development.
"The goal is not simply to create new development," said Courtney English, Chief of Staff. "The goal is to create opportunity. This legislation gives Atlanta the tools to invest in affordable housing, improve access to essential services, attract grocery stores and neighborhood amenities, and ensure residents can benefit from the progress happening around them."
Mayor Dickens praised the City Council members for their thoughtful engagement and willingness to strengthen the legislation through amendments and public dialogue.
"This has been a collaborative process," said Mayor Dickens. "Councilmembers asked difficult questions, offered valuable input, and worked tirelessly to strengthen the framework. I want to thank the City Council for their thoughtful engagement, partnership and commitment throughout this process. Today's vote demonstrates our shared commitment to Atlanta's future and to ensuring every neighborhood has access to opportunity. The Neighborhood Reinvestment Initiative represents one of the most significant housing and community investment efforts in Atlanta's history. The initiative aims to accelerate affordable housing production and preservation, combat displacement, expand economic opportunity and direct resources to historically underserved neighborhoods.
The legislation now moves to the full Atlanta City Council for consideration.
