The Government of Montenegro, on 27 October 2025, in accordance with Article 10 of the Government Decree and without holding a session, adopted - based on the obtained consent of the majority of Cabinet members - the Decree Amending the Decree on the Visa Regime, introducing a temporary suspension of the visa-free regime for citizens of the Republic of Türkiye.
The suspension of the visa-free regime for citizens of Türkiye will take effect the day after its publication in the Official Gazette of Montenegro.
In the materials considered by the Government today, it is stated that Montenegro is fully mindful of the interests and status of approximately 14,000 citizens of the Republic of Türkiye currently residing in its territory, and will take all necessary steps to ensure that their stay remains uninterrupted and in accordance with the law.
It is also important to emphasize that the Ministry of Foreign Affairs of Montenegro, in cooperation with the competent institutions, will ensure an expedited visa issuance process for all citizens of the Republic of Türkiye planning to visit, reside, or transit through Montenegro, in order to minimize any negative effects during the transition period.
Ultimately, and having in mind a number of individual security incidents recorded in the previous period, this decision was made with the primary aim of preserving public order and the safety of all citizens.
This decision, as a measure of institutional response, sends a clear message from the Government of Montenegro that the law must be respected, and that in this regard, no exceptions can or will be made. In the spirit of good hospitality, Montenegro will implement this decision with full respect for human rights and the dignity of citizens of the Republic of Türkiye.
The Government calls on the public to exercise restraint and trust in the institutions of the system, which will manage all processes of importance for the preservation of peace and security responsibly and transparently.
