Mr Gabriel Lam asked the Coordinating Minister for Public Services and Minister for Defence (a) how does the Ministry assess the risk that pattern-of-life data from fitness tracking apps may expose routines within military installations; (b) whether clearer usage guidelines will be issued for servicemen; and (c) whether additional safeguards, beyond existing restrictions, will be implemented during sensitive operations.
Minister for Defence, Mr Chan Chun Sing: The Ministry of Defence (MINDEF) or the Singapore Armed Forces (SAF) treats operation and information security seriously to protect its operations, personnel and capabilities. MINDEF or SAF recognises the risks posed by personal electronic devices and digital applications including fitness tracking applications, which are not new. MINDEF or SAF has in place a tiered security management plan that governs the use of personal electronic devices and digital applications within our camps and bases through clearly demarcated zones, and during sensitive operations and trainings.
MINDEF or SAF also recognises the utility of personal electronic devices and digital applications, which includes supporting health and physical training routines. Therefore, MINDEF or SAF adopts a balanced approach towards implementing best security practices and ensuring security compliance, while allowing the use of personal electronic devices and digital applications for productivity and lifestyle needs in security-cleared zones.
MINDEF or SAF regularly reviews its security policies and measures to stay abreast with technological developments and risk assessments. No security breaches have been detected from the use of fitness trackers and fitness training applications thus far. MINDEF or SAF will continue to incorporate feedback to enhance its security policies and directives.
