The City Council on Tuesday, November 10 will consider an important safety ordinance, traffic improvement projects and a parking lot expansion, among other business.
The business portion of the meeting starts at 6 pm in the Council Chamber at 200 Civic Center.
In an effort to ensure more safety throughout the community, the City Council will consider a new ordinance regarding electric bicycles, also known as e-bikes. These devices provide mobility, sustainability, and increased accessibility to a wide range of users. However, their use has also raised community concerns regarding unsafe riding behaviors, conflicts with pedestrians and motorists, the operation of high-speed or modified devices and enforcement. If adopted, the ordinance would establish clear operational and safety requirements, define permissible riding behaviors, and provide the City with additional enforcement tools to address unsafe practices.
Council Members will also consider awarding an agreement for the Marguerite Aquatics, Tennis and Recreation Center Surface Parking Lot Expansion project. The parking lot expansion would address immediate parking needs and help reduce on-street parking during special events at the Marguerite Aquatics, Tennis, and Recreation Center as well as the Oso Creek Golf Course. Funding for the project was previously approved by the Council as part of the fiscal year 2025-26 budget review, and the Council approved plans and specifications for the project at their August 25 meeting.
In addition, the Council will consider approving cooperative agreements with the City of Laguna Niguel for Traffic Signal Synchronization projects for La Paz Road and for Cabot Road. Coordinating signals on a corridor allows traffic to flow more efficiently and improves safety by minimizing stops and clearing segments for business access.
During the presentation portion of the meeting, the Council will recognize the City's Hometown Hero Tony Moiso with a 250th anniversary proclamation as well as honor other worthy individuals and organizations.
