The Ministry for Foreign Affairs issued a written warning in accordance with the Act on Public Officials in Central Government to the Head of Mission at Finland's Embassy in Lisbon, Ambassador Titta Maja-Luoto, on 7 July.
The warning was issued because Titta Maja-Luoto breached the obligation of public officials to conduct themselves in a manner befitting their status and duties. Maja-Luoto's behaviour meets the criteria for inappropriate conduct and harassment. The decision to issue the warning was made by Deputy Director General for Human Resources Niina Pesonen, within whose area of responsibility the matter falls.
A warning may be issued to a public official who acts in violation of their duties. The threshold for dismissal was not exceeded in this case, and Maja-Luoto still has the obligation to work at the Ministry. The decision may be appealed in writing to the Helsinki Administrative Court.
The Ministry for Foreign Affairs is continuing its support for the personnel at the Embassy in Lisbon, for whom this has been a difficult situation.
