5 February 2026, Dubai - The Government of the Republic of Moldova and the Government of the United Arab Emirates signed a Memorandum of Understanding on the mutual recognition and exchange of driving licences, a document that will facilitate the movement of citizens of the two countries.
The Memorandum provides for mutual recognition of valid driving licences for citizens temporarily staying on the territory of the other state, as well as the exchange of driving licences-without having to pass theoretical or practical tests-for certain categories of vehicles, in cases where a person establishes residence, in accordance with the applicable legal conditions.
The signing of the Memorandum reflects the advanced level of Moldova-UAE relations and forms part of the joint efforts to strengthen the bilateral legal framework, alongside other initiatives aimed at facilitating mobility and people-to-people contacts, including the Agreement on visa liberalisation signed on 4 August 2025, which delivers tangible benefits to citizens of both states.
The Ministry of Foreign Affairs welcomes this important step, which contributes to deepening the bilateral partnership and strengthening practical cooperation between the institutions of the Republic of Moldova and the United Arab Emirates.
The Memorandum was signed by the Minister of Internal Affairs of the Republic of Moldova, Daniella Misail-Nichitin, and by the Deputy Prime Minister and Minister of Interior of the United Arab Emirates, H.H. Sheikh Saif bin Zayed Al Nahyan.
