The City of Toledo will receive the National Community Development Association (NCDA) Region V Community Impact Award for Large Entitlement Communities on October 21 at 12 p.m. for The Glen and The Grand, a paired affordable housing development that created 70 new homes in two Toledo neighborhoods. The award will be presented during the 2026 NCDA Region V Conference, hosted by the City of Toledo October 21 and 22.
Although located at separate addresses, The Glen and The Grand were intentionally structured as a single scattered-site development. The project combines 50 units at The Glen on Glendale Avenue with 20 family townhomes at The Grand on Grand Avenue, bringing funding and partnerships together under one coordinated effort. Together, the developments represent more than $30 million in investment.
The project transformed underutilized and vacant properties into new affordable housing for Toledo residents, including three- and four-bedroom family townhomes and units serving households across a range of income levels.
"The Glen and The Grand show what can happen when we think beyond individual parcels and individual funding sources," said Rosalyn Clemens, Chief of Housing and Neighborhood Sustainability. "These were two very different sites, but by aligning the financing, partners, and long-term housing strategy, we were able to create one development that responds to two distinct housing needs in our community."
The award builds on recent national recognition of Toledo's community development work. Earlier this year, the City and the YMCA of Greater Toledo received the NCDA Audrey Nelson Community Development Achievement Award for the Wayman D. Palmer YMCA, which recognized the project's innovative and collaborative use of community development resources.
The conference will bring community development professionals from across the Midwest to Toledo to share best practices and examine the strategies shaping neighborhoods across the region. Attendees will take a guided tour of community development projects across the city, highlighting affordable housing, neighborhood revitalization, adaptive reuse, public-private partnerships, and other investments reshaping Toledo neighborhoods.
"We are excited to welcome colleagues from across Region V to Toledo and to both celebrate our momentum and continue learning from peer communities across the Midwest," said Mayor Wade Kapszukiewicz. "Community development is strongest when cities share what is working, are candid about the challenges, and bring those lessons back home."
