PR No. 314 Federal Law Minister Inaugurates FOSPAH’s Digital Complaint and Case Man

Federal Minister for Law and Justice Senator Azam Nazeer Tarar formally inaugurated the Complaint Management System (CMS), mobile application and new website of the Federal Ombudsman for Protection Against Harassment (FOSPAH), aimed at making the management of complaints and cases more efficient, transparent and citizen-friendly.

The inauguration ceremony was held here on Thursday and was attended by officials of FOSPAH, the National Information Technology Board (NITB) and other relevant stakeholders.

Addressing the ceremony, Federal Minister for Law and Justice Senator Azam Nazeer Tarar appreciated FOSPAH's digital initiatives and said that the use of modern technology can play an important role in making access to justice easier, more transparent and more effective.

He said that digitalization was not merely about shifting the paper-based system online, but about making the entire process of filing complaints, following up on cases and accessing relevant information easier and more effective for citizens.

The Federal Minister said that the Complaint Management System would enable better monitoring of different stages of complaints and cases, helping further strengthen case management, institutional performance and accountability.

He said that the mobile application and new website would provide citizens with easier access to FOSPAH's services and relevant information and facilitate the process of seeking redressal of complaints.

Senator Azam Nazeer Tarar said that no society can progress by keeping half of its population confined to their homes. The economic, social and professional participation of women was essential for the overall development of the country.

He said that Islam has granted women extensive rights, and the government was taking measures for the protection, advancement and promotion of women's rights and to provide them with a safe environment at the workplace.

The Federal Minister said that Pakistani women had demonstrated their capabilities and excelled in every sphere of life, and providing them with a safe, dignified and conducive working environment was the responsibility of the state.

He said that an effective and modern system at FOSPAH could play an important role in facilitating women in seeking redressal of harassment complaints and accessing justice.

Senator Azam Nazeer Tarar appreciated the efforts of FOSPAH, the National Information Technology Board and other relevant authorities in developing the digital system.

Federal Ombudsman for Protection Against Harassment Ms. Fauzia Viqar said that the basic objective of introducing the digital system was to make the process of redressal of complaints easier, more accessible, transparent and effective for citizens.

She said that the Complaint Management System would enable FOSPAH to manage the entire process in a more organized manner, from registration of a complaint through different stages of a case to orders and final decisions.

The Federal Ombudsman said that the new digital system would improve record management, facilitate monitoring of case progress and provide complainants with timely access to information regarding their cases.

She said that the mobile application and new website would bring FOSPAH's services closer to citizens and make their interaction with the institution easier.

Through the system, complainants would also be able to submit Miscellaneous Applications, Review Petitions and Execution Applications, along with other relevant applications, while electronic access to orders and other case-related documents would also be available.

Ms. Fauzia Viqar said that the new system aims to reduce manual and paper-based work by 70 to 80 percent initially, while in the long term the institution would move towards a more effective paperless environment.

She said that the new website would provide the public with easy access to information about FOSPAH's services, laws, procedures, decisions, orders, statistics and institutional activities.

FOSPAH also plans to explore the use of Artificial Intelligence and Data Analytics in the next phase. These technologies could help in analyzing complaints, identifying emerging trends and developing an organized and searchable database of decisions and orders. Appropriate safeguards and human oversight would be ensured throughout the process.

Ms. Fauzia Viqar said that the launch of the Complaint Management System, mobile application and new website was aimed at making the institution more accessible, transparent and effective while providing citizens with improved facilities in the complaint redressal process.

She added that the digital system would help further improve institutional performance, record management and the timely resolution of complaints.
