Action Taken by Governor Phil Scott on Legislation - April 6, 2026

Montpelier, Vt. - Governor Phil Scott announced action on the following bill, passed by the General Assembly.

On April 6, Governor Scott signed a bill of the following title:

  • H.50, An act relating to identifying underutilized State buildings and land

When signing H.50, Governor Scott sent the following letter to the General Assembly :

Dear Legislators:

I'm writing to inform you that H.50, an act relating to identifying underutilized State buildings and land, has been signed into law.

While I appreciate the Legislature reinforcing parts of Executive Order 06-25, H.50 falls far short of the reform required to address Vermont's growing housing affordability crisis and ignores the most important changes made in both Executive Order 06-25, as well as the housing bill we've put forward (that has not been fully acted upon).

Vermonters continue to face rising costs, limited supply, and regulatory barriers that make both owning a home and increasing affordable rental housing more difficult. Identifying available land - something already in progress - is only a small part of a much larger challenge.

As I said in January, to reverse the impacts of decades of anti-housing policies - to finally "legalize housing" again - Vermont must pursue comprehensive and decisive reform. This includes modernizing land use policy, ensuring fairness for rural communities, accelerating and streamlining permitting processes, and incentivizing the housing investments our communities urgently need. These are commitments many Vermonters expect to see addressed.

I have signed this bill because it reinforces ongoing efforts within my Administration. However, I urge the Legislature to work with us to advance the changes necessary to make housing more available and affordable for all Vermonters.
