ORDER ON COMPLIANCE AND DIRECTING FURTHER COMPLIANCE

The order accepts in part and rejects in part the compliance filing submitted by PJM Interconnection, L.L.C. in response to certain compliance directives included in the Commission's order in PJM Interconnection, L.L.C., 193 FERC ¶ 61,217 (2025). The order directs PJM Interconnection, L.L.C. to submit a further compliance filing within 30 days of the date of this order.

WITHDRAWAL OF NOTICE OF INQUIRY AND TERMINATION OF RULEMAKING PROCEEDING

The order withdraws a notice of inquiry and terminates the proceeding in which the Commission previously sought comment on whether to revise the Commission's regulations that require a Regional Transmission Organization or Independent System Operator not to accept bids from an aggregator of retail customers (ARC) that aggregates the demand response of the customers of utilities that distributed more than 4 million megawatt-hours in the previous fiscal year, where the relevant electric retail regulatory authority prohibits such customers' demand response to be bid into organized markets by an ARC.

The order denies Murphy Solar, LLC and Bells Solar, LLC's request for waiver of section 301(A)(3)(b)(iii) of the PJM Interconnection, L.L.C. Open Access Transmission Tariff, where the waiver would have permitted PJM to return Murphy and Bells' Readiness Deposits that would otherwise be non-refundable.

The order sustains the Commission's October 16, 2025, order affirming the Presiding Administrative Law Judge's findings that Pacific Gas and Electric Company's treatment of the costs of Direct Assignment Facilities under its proposed third Wholesale Distribution Tariff is unjust and unreasonable and unduly discriminatory or preferential.

Cir. 2024), that there is no basis for further Commission action concerning TransCanada Energy Sales Ltd.'s spot market energy sales that exceeded the WECC soft price cap of $1,000/MWh.

Cir. 2024), that there is no basis for Guzman Energy, LLC (Guzman) to pay refunds for spot market energy sales that exceeded the WECC soft price cap of $1,000/MWh. The order also finds that Guzman is entitled to recoupment of the refunds already paid and directs the refund recipients to rescind the refund payments to Guzman.

ORDER ADDRESSING ARGUMENTS ON REHEARING

The order addresses the Sierra Club's request for rehearing of the Commission's December 18, 2025, order issuing a blanket certificate of limited jurisdiction to Consumers Energy Company under section 284.224 of the Commission's regulations and sustains the grant of the blanket certificate allowing Consumers Energy to transport and sell intrastate gas into the interstate system.

ORDER APPROVING SURRENDER OF PROJECT LICENSES AND REMOVAL OF PROJECT FEATURES

The order approves Georgia Power Company's application to surrender the licenses for the Langdale Hydroelectric Project No. 2341 and the Riverview Hydroelectric Project No. 2350 and to remove several project works. The projects are located on the Chattahoochee River in Chambers County, Alabama and Harris County, Georgia.

ORDER ISSUING CERTIFICATE

The order issues a certificate authorizing Gulf South Pipeline Company, LLC (Gulf South) to construct and operate new natural gas pipeline compression facilities in Madison Parish, Louisiana, and Jasper, Forrest, and Hinds Counties, Mississippi, comprising the Southeast Compression Utility and Reliability Expansion Project. The project is designed to provide 280,000 dekatherms per day of new firm transportation capacity to serve markets near the southeast portion of Gulf South's system.
