Illinois Power Agency Requests Stakeholder Feedback on Illinois Shines and Illinois Solar for All 2026 Draft REC Contracts

The Illinois Power Agency (IPA) is issuing a Request for Stakeholder Comments on the 2026 Draft Renewable Energy Credit (REC) Contracts for both the Illinois Shines and Illinois Solar for All (ILSFA) programs.

The Draft REC Contracts include updates to align with the Final Order on the IPA's 2026 Long-Term Renewable Resources Procurement Plan, issued on February 17, 2026, by the Illinois Commerce Commission, as well as Public Act 104-0458 ("Clean and Reliable Grid Affordability Act") signed into law on January 8, 2026, with an effective date of June 1, 2026.

The Agency plans to finalize and publish these contracts for use in the Illinois Shines and ILSFA programs for the 2026-27 Program Year, beginning June 1, 2026.
