Washington, D.C., July 7, 2026 - SIFMA today announced the promotion of Guowei Zhang to Head of the Prudential Policy Group, effective September 1, 2026.
In this role, Guowei will be SIFMA's senior prudential staff advisor and lead SIFMA's related committees and forums.

He is a seasoned bank capital expert bringing both technical and policy expertise, earning the respect of our members and regulatory policy makers," said Kenneth E. Bentsen, Jr., SIFMA president and CEO. "We are confident in his ability to lead our prudential team."
"Guowei has solid industry expertise, having served over 12 years at the Office of the Comptroller of the Currency (OCC)," said Joe Seidel, SIFMA COO. "He has consistently demonstrated the ability to navigate complex policy issues while keeping members' priorities front and center, and I am confident he will continue to deliver excellent results for our members."
Prior to joining SIFMA, Guowei served as senior policy advisor at the OCC, focused on banking capital policy development, analysis and compliance examination. His areas of expertise include risk identification, analysis and capital adequacy policy and he has worked extensively on different components of Basel standards and implementation, including those related to crypto assets, climate risk, FRTB, CVA and Basel reforms.
Guowei received his Bachelor's in Management Information Systems from Tsinghua University in China and received a M.S. in Computer Science, a M.S. in Applied Mathematics and a Ph.D. in Finance from the University of Houston in Texas.
Guowei will report to Joe Seidel and will be a member of SIFMA's Management Committee.
