Public Notice – 2026-2030 5-Year Consolidated Plan and FY 2026 Annual Action Plan

The National Affordable Housing Act of 1990 (Housing Act) as amended and implemented through the U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR 91, requires local governments to submit both a strategic planning document, the Five-Year HUD Consolidated Plan (Five-Year Plan), and Annual Action Plans (Action Plan). The Annual Action Plan is an application for four (4) HUD programs administered by the City of Cleveland through the Department of Community Development. The FY 2026 Action Plan enables the City of Cleveland to access the following new HUD funding:

  • Community Development Block Grant - $ 19,656,877.00
  • HOME Investment Partnerships - $ 4,151,355.80
  • Emergency Solutions Grant - $ 1,727,911.00
  • Housing Opportunities for Persons with AIDS - $ 2,553,384.00
  • TOTAL - $ 28,089,527.80

The FY 2026 Action Plan includes a listing of proposed activities for the use of the above funds, plus Program Income.

Public Comment Period

The City of Cleveland will make the Draft 2026-2030 Five-Year Plan and the Draft FY 2026 Action Plan available for a 30-day public comment period beginning Monday, July 6, 2026 and ending Wednesday, August 5, 2026. A copy of the Draft Plans will be available at the following locations:

The Draft Plans will be available by July 6th:

Public Hearings

The City of Cleveland Department of Community Development will hold Citizen Participation meetings to discuss the Draft 2026-2030 Five-Year Plan and Draft FY 2026 Action Plan. These meetings will allow individuals to ask questions and provide comments on the City's HUD-funded plans and activities. Locations are accessible.
