TUCSON, Az. - Monique Gignac-Yochum, a lawful permanent resident from Canada, was taken into custody by ICE Homeland Security Investigations Tucson on Oct. 28 for illegally voting as an alien. Gignac-Yochum had registered to vote in the state of Wisconsin, falsely claiming U.S. citizenship, and voted in the Nov. 8, 2022, and Nov. 5, 2024, general elections. On Oct. 23, 2026, a federal misdemeanor arrest warrant was issued out of the Western District of Wisconsin for her arrest. However, Gignac-Yochum had moved to Arizona. HSI Milwaukee then reached out to HSI Tucson, leading to an arrest just days later.
"Gignac-Yochum allegedly voted illegally in not one, but two federal elections, then moved more than a thousand miles away," said ICE Assistant Director of Public Affairs Micah Bock. "Falsely claiming U.S. citizenship to vote isn't a paperwork mistake. It's a serious violation of federal law that undermines public trust in our elections. Moving across state lines didn't put her beyond the reach of federal law enforcement. If someone breaks our election laws, they should expect to be held accountable."
This investigation reflects ICE's continued commitment to protecting the integrity of the nation's electoral process through coordination with federal, state and local law enforcement partners. Under President Trump, Secretary Mullin and acting ICE Director David J. Venturella's leadership, ICE is once again focused on enforcing the law, protecting the public and removing individuals who break the law from our communities.
