City of Lowell Announces Availability of HOME-ARP Funds for Affordable Housing Projects

The City of Lowell's Department of Planning and Development (DPD) is pleased to announce the availability of funding through the HOME American Rescue Plan (HOME-ARP) Investment Partnership Program. The City is currently soliciting proposals for projects that will use these funds to construct, acquire, or rehabilitate affordable rental housing for individuals and families that meet the HOME-ARP qualifying populations criteria.

The HOME-ARP program is a one-time, time-limited funding source, and all funds must be fully drawn by September 30, 2030. Due to the time-sensitive nature of thie program, developers with projects nearing closure are highly encouraged to apply. Eligible projects must ensure that HOME-ARP-assisted housing units remain affordable for a minimum of 15 years.

Projects that demonstrate readiness to proceed and meet the strict funding requirements outlined in this notice will be given priority for funding. Applications will be reviewed on a rolling basis. Funds will be available beginning October 1, 2024. Interested parties can access application materials through the City's website:
