Liens Accounting System Upgrade

The Revenue Division successfully migrated the City's legacy Lien Accounting System to the modern, secure, cloud-based Integrated Tax System (ITS), completing the project under budget after more than a year of work.

The City of Portland Revenue Division went live with a new Liens Accounting System in March 2026. The new system improves payment options, consolidates billing, automates payoff calculations, supports real-time property transactions, integrates with enterprise systems like the City's accounting system and Portland Maps, and improves security.

The project also supports the Revenue Division's long-term goal to reduce the number of customer information and revenue collection platforms, improving efficiency, reducing costs, and enhancing customer service. City bureaus-including PP&D, BES, Parks, PBOT, Water, the City Attorney's Office, and Treasury-rely on property lien data to support operations related to sidewalk repairs, sewer upgrades, fire and life safety issues, nuisance code violations, and other public safety needs.

What Changed

With the new system, the timing, format, and content of billing letters was updated:

  • Mailing date: Billing letters generate on the 26th of each month
  • Due date: Payments are due on the 20th of the following month
  • Consolidated information: All lien information for a property is combined into a single letter
  • Improved payment processing: Letters include unique letter and voucher identification numbers to make payments easier through our secure customer portal, Portland Revenue Online (PRO).

New Online Payment Options

Property owners can make payments on PRO, which offers:

  • English or Spanish language options
  • Credit/debit card and ACH payment methods
  • Real-time payment receipts
