ICE HSI Chattanooga busts 2 foreign nationals accused of voting illegally in 2024 election

CHATANOOGA - ICE's Homeland Security Investigations agents arrested Frederic Jean Rene Sicard, a French national, and Mark Adwar Odisho, an Iraqi national, in Cleveland Oct. 29. Both foreign nationals were charged with voting by aliens in violation of U.S. law and both are believed to have committed voter fraud during the 2024 presidential election.

"Election security is national security," said ICE Assistant Director of Public Affairs Micah Bock. "When foreign nationals allegedly cast ballots in our elections, they undermine the integrity of the democratic process and the rights of lawful voters. Our election laws are not optional, and ICE will work with our law enforcement partners to investigate violations and hold offenders accountable."

Under President Trump, Secretary Mullin and acting ICE Director David J. Venturella's leadership, ICE is once again focused on enforcing the law, protecting the public and removing dangerous individuals from our communities.

HSI Chattanooga undertook the arrest as part of a joint investigation with the FBI and with assistance from the Cleveland Police Department. The Eastern District of Tennessee issued a criminal complaint and arrest warrant against the subjects Oct. 23.

This investigation reflects HSI Chattanooga's continued commitment to protecting the integrity of the nation's electoral process through coordination with federal, state and local law enforcement partners.
