Raleigh Approves Plan to Expand Affordable Housing and Community Support

Raleigh City Council has approved the 2026-2030 Consolidated Plan,a five-year strategy to guide how the City will invest federal and local funding to support affordable housing, reduce homelessness, and strengthen community programs for residents with low and moderate incomes. About 20% of the funding for this plan will come from federal dollars, while the remaining amount will rely on local investments and other public and private funding sources to make the full plan possible.

What's in the Plan?

The plan focuses on three main needs:

1. More housing for households earning less than 30 percent of the area median income (AMI);
2. Reducing homelessness; and,
3. Building housing near jobs, schools, and services.

To meet those needs, the plan set three big goals:

1. Increase affordable housing options;
2. Prevent and reduce homelessness; and,
3. Help residents stay housed through supportive services.

Over the next five years, the City aims to:

Help create or preserve at least 1,345 affordable rental units;

• Assist 150 first-time homebuyers;

• Provide repairs for 100 homeowners with low incomes; and,

• Support at least 2,000 people who are experiencing or at risk of homelessness.

Built with Community Input

The Consolidated Plan was shaped with the help of Raleigh residents, local nonprofits, and community leaders. The City held public meetings, shared surveys, and asked for feedback to better understand what neighbors need most. This input helped the City identify priorities, set goals, and make sure the plan reflects the voices of the people it's meant to serve.

By following this plan, Raleigh is taking meaningful steps toward a future where everyone has a safe, stable, and affordable place to live-and the support to stay there.
