Clarksburg, W.Va. - Governor Patrick Morrisey has ordered United States and West Virginia state flags at the Capitol Complex and at all state facilities throughout Berkeley County to be flown at half-staff to honor the life and service of former West Virginia Delegate Larry D. Kump.
"Denise and I were saddened to learn of the passing of Delegate Larry Kump, a devoted public servant who dedicated many years of his life to improving West Virginia," said Governor Morrisey. "On behalf of the First Lady and myself, we extend our condolences to Larry's family, friends, former colleagues, and all those who had the privilege of knowing and serving alongside him. His legacy of service and his love for our state will never be forgotten."
Delegate Kump served the citizens of Berkeley County for nearly a decade in the West Virginia House of Delegates. He represented the 52nd District from 2010 to 2014, the 59th District from 2018 to 2020, and the 94th District from 2022 until his passing.
During his time in the House of Delegates, Kump was known for his principled conservatism and for bringing both conviction and personality to the legislative process. His colorful expressions, including the memorable "great googly moogly" and "for sure and for certain," became well known among colleagues and constituents alike.
Flags will remain at half-staff from noon on March 4, 2026, until sunset on Friday, March 6, 2026.
