Update: Francisco Blvd E Mid-Block Crossing Enhancement

Construction of a new HAWK (High-Intensity Activated Crosswalk), also known as a Pedestrian Hybrid Beacon (PHB), at Grand Avenue is anticipated to begin September 15, 2025.

​This project is a collaboration between Canal Alliance and the City of San Rafael to provide a safe path of travel across Grand Ave to and from the new Canal Alliance headquarters, located south of San Rafael Creek.

The expected primary impact is traffic. The project will go through various phases for traffic control. One traffic control phase will require a single lane to remain open for both directions of traffic, with the use of flaggers to manage traffic flow.

This one-lane condition will only be in effect between 9:00 AM and 3:00 PM and will only last a few days.

Traffic will be actively monitored throughout this phase to minimize disruptions.
