Mayor Bowser to Cut the Ribbon on the Louise Senior Apartments, First HPTF Project West of Rock Creek Park

(Washington, DC) - Today, Wednesday, October 29, at 11:00 a.m., Mayor Muriel Bowser will cut the ribbon on the Louise Lisner Senior Apartments at the Lisner-Louise-Dickson-Hurt Home in Ward 3's Friendship Heights neighborhood.

The new four-story expansion adds 93 senior apartments to one of Washington, DC's oldest long-term care facilities. More than half of the new apartments are reserved for residents earning $32,500 or less for a one-person household or $37,150 for a family of two. Of these, 19 apartments are designated as permanent supportive housing, providing seniors with on-site services and amenities to help them transition out of homelessness and live independently. In addition to expanding affordable housing options for seniors, the Louise Lisner Senior Apartments also features in-unit washers and dryers, a game room, fitness center, outdoor patio, and computer center.

The project was supported by a $26.6 million investment from the District's Housing Production Trust Fund (HPTF), making it the first project west of Rock Creek Park to receive HPTF financing. This historic investment advances Mayor Bowser's citywide housing strategy to create and preserve affordable housing in every part of the District. Over the past decade, the Bowser Administration has invested more than $1.5 billion in affordable housing through the HPTF, including an additional $100 million investment from the FY2026 budget.

Since taking office in 2015, Mayor Bowser has made it a priority to ensure that Washington, DC is a place where residents can age safely, comfortably, and with dignity. Mayor Bowser's FY2026 budget also includes a $300,000 increase to expand the Department of Aging and Community Living's (DACL) signature Safe at Home program, allowing more seniors on the waitlist to receive services that allow them to age safely in place.
