Abandoned Shopping Cart Enforcement

The Norman Police Department receives a large number of complaints regarding abandoned shopping carts across Norman. The complaints range from concerns surrounding trash collection, to health hazards, to blockage of the drainage systems, to general unsightliness.

In an effort to address these complaints, NPD approached the largest owner of shopping carts, Walmart. New signage has been placed at Walmart store exits and on each shopping cart noting that they are not to be removed from store property. Cart signage also designates which store the cart belongs to as well as the number to call for retrieval of shopping carts if found.

Possession of a shopping cart off store property is a violation of Norman City Ordinance (Code 1976, § 15-601; Ord. No. O-7273-56) and can be subject to a citation and fine.
